Updated the minimal wxPython dependency to 2.9.
For certain builds of the old wxPython 2.8 version, the relax GUI crashes hard
on all wizards with
an "Illegal instruction" message. Therefore the number has been increased for
safety and to avoid
the possibility that users would report the wxPython bug as a relax bug.
