When running the 'source_dist' SCons target on MS Windows, the target fails
with the following error message:

Removing the files ending in ['so', 'sconsign', 'dll'].
scons: *** [clean] E:\releases\relax-1.2.9\maths_fns\relax_fit.dll:
Permission denied
scons: building terminated because of errors.
