The fix for this bug is likely to cause fatal bugs elsewhere in relax. From
the commit message:
"Note that this is a very dangerous fix. Playing with the relax execution lock
often proves fatal, so this commit may have to be reverted."
Therefore this bug may have to be reopened later.
