About this I have sent the feature proposals from the a11y team (for any reason, most of the people asked me to sent them, so I did that for all of them). I would like to apologize for send so many proposals just in the end of the new feature proposals period. As Matthias said in his "Features!" thread, the activity about feature proposal should be done a lot before, and ideally prior the summit. Obviously this is not the ideal way to do that, mostly taking into account that this means less time to discuss those proposals (31 Oct deadline), something that plays against the possibilities of those proposals.
