Wayland upstream is still hard at work on all the protocol changes in
xdg-shell for their 1.5 release.

Unless there are no complaints, I'm going to consider the "wayland" branch
of mutter, along with GTK+'s Wayland backend exempt from the hard code
freeze so we can land all the features we need in time for the release.

This doesn't apply to the mutter master branch or any other GTK+/GDK
changes, or any other Wayland-related modules like gdm or gnome-shell.
These will go through a normal freeze break process.
