I don't think so. Of course they are nice additions to the desktop, but 
I see no reason why they should be in kdebase. After all one can use a 
different calculator, floppy formatter, gpg managing app, etc.. 
kwalletmanager is different, as it is needed for a core functionality: 
managing passwords stored by various KDE apps.
