Because we no longer install the headers which make it possible to do so. Ok.. technically you could copy the headers to your project dir and hack a solution. Even still, this makes kdeutils dependent on kdepim (because the jots plugin will require the kontact interface library). The kontact interface library API is not stable so we can't move it to kdepimlibs, unfortunately. This isn't a huge deal.
