Fedora is doing only very limited splitting, e.g. kdegraphics is not split
beyond kdegraphics, kdegraphics-libs, kdegraphics-devel and kio_msits (split
out because kchmviewer also uses it and didn't want to depend on
kdegraphics(-libs)).
Our policy so far has been to only split where there is a concrete need for
it.
