Yes. The idea is that the RC's should be ok to release. We have had all the 
beta's and all freezes are in place. This should make sure the tarballs are in 
a releasable state at any time.

So, it's not so much about the functionality of the software (though grave bugs 
are always important of course), but more the technical aspect of packaging the 
tarballs that is tested, make sure that it compiles on all targets with all of 
the current versions of all the dependencies.

btw, it's not that it has to be one day, the idea is more that it is released 
as soon as the basic checks are done. That can take one day, or 3 days, it is 
up to the release manager to decide.
