I can confirm that directory is access control protected.
I'm fairly sure we have granted permission to packagers to commit
there before - I know some packagers definitely do have commit
permissions for that directory.
I didn't know that - I have been updating on behalf of Gentoo for some
time and never requested any special permissions.
