kde-dev-scripts and its CMakeList.txt (kdelibs4 and KF5)

Hi,

the CMakeLists.txt in the root directory of kde-dev-scripts can look for both
kdelibs4 and KF5 in order to install some manpages. Anyone against killing the
kdelibs4 part in master?
