Adding some context on the new repos for distributions:

Plasma Setup is intended for OEM installations; i.e selling a laptop
with a KDE distro pre-installed, but not configured.
It does not make sense for classic distributions to ship this and
especially not to install in an upgrade path. Enabling it will cause
the user to be met with a big setup screen as a temporary user next
boot.

Plasma Login Manager is a replacement for SDDM.

There is *no* requirement for Plasma 6.6 to switch the login managers,
the Plasma SDDM theme and KCM are still being shipped in the same
tarballs as before.
A transition can be arranged in your own time, there is no rush.
If the mandatory Plasma Login Manager systemd dependency is a problem
please stick on SDDM.
Obviously if you do switch to Plasma Login Manager, sddm-kcm can be dropped.

Plasma keyboard is an on-screen keyboard. Installing is nice, it
doesn't require any new notes.
