The bug report got updated with "that last build broke everything"

Turns out that --disable-renaming does not change the SONAME policy. That
means distros would need to track down all dependencies manually and rebuild
them.

And it means an update to ICU will *still* bump the SONAME.

I guess we need to really bring it up to the ICU developers.
