Done.
Please note that this is a continuation of the previous mingw-builds
that we used before, using the same scripts, but built on GitHub with
GitHub Actions.
The scripts are open source and the build process can be tracked or
duplicated by anyone with a GitHub fork.
As previously the MinGW version is being given by the GCC version
(11.2.0) and not by the MinGW runtime (v9 trunk).
