Actually,

When NTSC is sent as CCIR-601 or CCIR-656 then it comes down as

NTSC: 704 x 480   (about 10% non-square)
PAL:  704 x 576   (about  6% non-square)

Can you be more specific?  As far as I know, NTSC and PAL are equally capable 
of square pixels.  A typical computer-generated NTSC display is 640x480, and a 
typical PAL display is 768x576 or 800x600.
