I had a related problem.  When I copied my /etc/fonts/fonts.conf to the
location that mozilla was using, mozilla was failing to parse the 

  <rescan>
     <int>30</int>
  </rescan>

part that I had in my fonts.conf file.

The mozilla script was just segfaulting.  strace showed the problem.

Is that a bug in my config, or is it a known mozilla problem?  If the
part that segfaults is in fontconfig, it would be good to fix it (ignore
the unknown tags instead of segfaulting would be a good policy).
