I went to a local locksmith and for $3 he unlocked the box for me.  
Someone on the group has already agreed (graciously) to sent me a 
key along with the control head and cables that I am purchasing from 
him.  After visual inspection everything looks great.  There are 4 
TX EC's @ 42.120, 42.160, 42.260, 42.400, 3 EC RX's @ 42.120, 
42.160, 42.420, and 1 RX 5C @ 42.260.  

There appears to not be a channel guard, don't need anyway.  That 
confirms the 7th digit "N" for noise blanker.  Since I am only 
building a simplex radio at first there are some of the "repeater" 
mods that I need to do and some I need to leave out.  Forcing 
channel 1 is one that comes to mind to do and unmuting receive 
during tx is one I will skip for now.

My next step should be to confirm operation on these freq's then 
send off 1 EC and 1 5C to be recrystaled (4.59166 for RX and 4.37708 
for TX) to 52.525.
