David, The 28-70-15 is a mobile, 4-cavity, plate-mounted duplexer for the 450-470 MHz band. It is rated at 100 watts, with 80 dB of isolation per channel and 35 dB of isolation between channels, at 5 MHz separation. Its insertion loss is 1.2 dB. The similar model that is intended for the 442-450 MHz band is 28-66-04H. The coupling probes and jumper cables are different between these two models, and the 28-66-04H has N connectors instead of BNC.
It is possible that your duplexer could be converted at the factory to operate on the 70cm band.
