No, there isn't.
The only reference to anything even remotely related is that when you are
remotely controlling a station (also known as telecommand) that there should
be a failsafe to limit transmissions originating from the station to three
minutes if the control link fails. There's nothing that says that
transmissions originating from the station (repeater or otherwise) have to
be limited to three minutes. You can key down on 20M SSB and blabber for
ten hours straight as long as you ID every ten minutes, and likewise, a
repeater could theoretically be keyed up for ten hours straight and as long
as it ID's properly there's no problem.
Also keep in mind that if a repeater is operating under automatic control
that there is no control link, hence no control link to fail, so the
telecommand rule regarding the 3-minute limit doesn't apply anyway.
One might argue that a repeater that is keyed up and transmitting white
noise is operating improperly, in which case it should be shut down based on
other rule sections, but that's a separate issue...
