Yes Matt, This can happen to most all cmos devices. They are 
a "little more forgiving to day than in a earlier time but if you 
exceed max VCC or "spike" one then it's history. What happens 
internally is, there's a very thin layer of oxide used as an 
insulater. A spike or overvoltage can and will break down this 
insulater and cause (a)/or many  transistors to short. This action 
causes a high current to be drawn through the device destroying it. 
that is what causes it to "cook it self". 
Always make sure that you have a good regulator for your projects. 5 
Volt or what ever it requires. There's a lot of fun things that you 
can do with DTMF decoders.
