John, What are you using for metering? do you have a motorolla test set? If not, get one or borrow one. What about a manual? the manual has suggested starting points for the slugs per frequency. If it is more than a few turns off, you will get no readings. I have tuned up several mitreks and made one repeater (not on the air yet, still building a duplexer) They are fun and easy if you have a manual and a test set. Check e-bay.
