Looks complete to me, Dave. Frame, driver, final board, filter board, power cables, and all. Looks like a base station model, too, as it has a T/R relay.
With respect to what Mike is looking for, the power control circuit is on the driver board, so I guess you're looking for one that's missing only the final PA board and filter board?
