The primary purpose is for control of the repeater. The OWNER is 
responsible for ALL transmissions over the repeater. The OWNER or 
his/her agent must be able to control the repeater at all times.

If someone is on the repeater doing ANYTHING that is what the FCC would 
consider unlawful, the owner is the one who will pay the fine.

If it is at your home and you have quick access, that is one thing. You 
can get by.  If it is on a mountain top 30 miles away, you have a problem.

If you can't control it, don't turn it on.
