John,
Why not just use a piece of coax the right length to give you the
attenuation you want? Charts of lost verses frequency abound and are quite
predictable. I have used this technique many, many times. For example, we
have a repeater amp that wants no more than ten watts of drive and the
exciter puts out a clean signal at 13 watts. We put the right length of RG58
between the exciter and the amp and every thing is happy. (We did coil up
the coax and mount it in a box marked "Attenuator".)
Of course, if you need a variable attenuator then this is not the
easiest option.
