Why do you need to know the multiplier to order the xtals ?? Simply call Sentry Crystal and tell them the model number of the Phoenix and your desired TX and RX frequencies.
I've ordered dozens of xtals from Sentry for my Phoenix and Century II VHF and UHF radios from Sentry........always good service and the rocks are always "right on".
