The bottom and top elements are 1/4 wave in coax. The quarter wave stub and 
top radiating
element measure a quarter wave in air. The quarter wave stub, which is just 
a piece of solid wire,
connects from the bottom of the lower quarter wave coaxial element (shield) 
to the
shield of the 50 ohm feedline.
