PL doesn't affect them as much as other audio tones due to the lower
deviation, but it can affect them. I suspect that since your tone is
fairly low (tone wise and perhaps deviation wise), the pager might not
see it. Or, it just doesn't see quite enough of it to throw off the
decoding. I also suspect your paging tones may be fairly high. I've also
seen it the other way around - PL decoders that close when a tone is
sent. Again, it depends on the decoding method and sometimes on the
tones used.
