You would have to approach the following subject carefully, but it may help you out.

If the tower is not in use,  AND there has been no source of electrical service to the tower, some municipalities consider the tower as abandoned.  If you have a very good relationship with the tower company you might bring it to their attention that it may, in fact, be to their advantage to have you on the tower and reinstate electrical service to the site.

Again, this can be a very touchy area, so you have to use diplomacy before you bring up this subject.  You must not lead them to believe that you are doing them a favor, just that you are trying to cooperate with them.

may very well help me out.  The site I am at is vacant.  There has not
been anyone there for several years.  The tower company has donated the
tower space as long as I help maintain the site (cut grass and such). 
All I must pay for is the electricity.  There is already a meter on site
and run to the cabinet that I will be using. (cabinets are pole mounted
by the way)  Anyway, maybe if I go sit down and have a face to face I
can get some where with our local power company.
