Club calls are on repeaters all over the place. Including NA1RA.

As long as the club call trustee agrees to use it on the repeater (and 
all the responsibility it entails), no problem. As others mentioned, an 
update to the repeater council is in order, but there should be no 
objection.

Some club calls on repeaters here: K8ZFR WR8ABC WR8SS NA8SA and I'm sure 
many others.
  
Also can a club coordinate a frequency for use on a repeater?

Not directly, the trustee's name and signature must appear at the bottom.
The trustee is the primary contact on all matters, and has final say on 
all matters, under the repeater council and FCC jurisdiction.
