Not in all cases. I have bpbr VHF duplexers 
here, which can be used for mobile operation. 
Although semi large compared to a mobile flat 
pack type, they have internal supports for 
vibration issues and they hold up well when 
mounted in a vertical plain. 

I've had to mfgr more than one antenna combiner 
system for the trunk/rear of a public service 
vehicle. I use anti shock mounting schemes 
similar to those found in skb rack enclosures. 

Not something you want to do every day, but 
some BpBr VHF Duplexers will go mobile if 
one uses the proper (brand of) equipment.

VHF high band is probably not a problem, VHF 
Low Band in a Band-pass layout is another 
story.
