Unfortunately, many 10M Repeaters get their coordination with the condition that they be in CTCSS Access. One in Southern California that I know of is doing this.
Some repeater builders put them up for "testing" and just never seem to get around to turning on the decoder. Or they come up with some story, like a local group some years ago, that "We can't get a MICOR PL Decoder to work at this site". Or "this repeater isn't for us, it's for the DX stations - they really depend on it!" What a mess.....
