Yes, if everyone is transmitting 100 tone it would defeat a major
purpose for using tone in the first place. But the only ones who are
supposed to use 100 htz are mobiles or HT's, and then only long enough to
set up the normal tone for the system they want to use. Base stations are to
never use 100 htz. This is where discipline and peer pressure come in. An
obnoxious or intrusive tail message could discourage routine use but still
allow a tranient to use the system. The idea of self-policing and mentoring
still have some place in Amateur Radio, I hope.

But it defeats the purpose of having tone in the first place: if all
repeaters have a 100.0 decoder, anyone who is transmitting 100.0 will
frequently be bringing up more then one repeater, and we're right back
where we started...
