When Bendix-King (then simply "King") started manufacturing VHF HTs, they 
would program CTCSS tones down to 10 Hz.  We used a pair of them in the 
shop on that tone & they worked fine.  The decode attack time wasn't really 
that slow because the decode bandwidth was rather wide (+/- 3 Hz or so).
