Don't waste too much time waiting for an attorney general to help. File the complaints with anyone and everyone and hope for the best. I just went through a similar nightmare with my new home construction. The builder was from Pennsylvania, the modular was built in Pennsylvania, I live in New York. The PA attorney general completely passed the buck to NY and NY said we don't have a stack of complaints on this, so go seek legal counsel and pursue in small claims.
My point, don't wait for something to happen. Hit all the resources you can right away. And yes, the BBB is a total joke, but file there anyway.
