A farm is a business. If it's a family farm, the entire family can be considered employees. Besides, it doesn't take much to get a business license. There are even public safety entities on the biz band (FDs and EMS services are considered businesses, too).
The main cost will be for coordination. You will have to contact PCIA for a coordinated pair. The actual license fee is by comparison small.
