Not necessarily. I have a dual VHF isolator that "didn't quite make it"
down to 2 meters. Not sure of the manufacturer, but it has the load
integrated (body of isolator is heat sink).
I removed a cover plate (sits right on the side of the magnet) to look
inside & noticed that the operating freq. of that section dropped
considerably. I concluded that simply drilling small holes in the cover
plates & reinstalling them would drop it into the 2 meter band.
