I concur with Joe on this that it is legal and was once outlined in the rules before they drastically simplified/reduced (actually leaving out important sections like the one below) the rules. From the Part 95 rules 1996 rev. 95.75 Basic Information (n) Emission designator. In the GMRS, emission F3E will be considered to include use of a selective calling tone, or a tone or digitally operated squelch (a tone code used to address a particular station) in conjunction with voice communications;
