Check out www.web-tronics.com They have a cheap hot air station that I have worked with. Also if you are really cheap you can buy one of the nozzels for the webtronics unit and attach it to a milwakee hot air blower with a rheostadt. Although you might need to find solder paste to make decent use of SMT work.
