The 82S123 chip is a 8-bit wide one-time PROM, that is sometimes
hard to find. Jameco frequently has them. Or you can make a adapter
board that will allow the use of a 2716 or similar EPROM (just use an
appropriate plug to fit the '123 socket and a socket for the EPROM
chip). You will have to get someone to burn the replacement chip,
whichever one you use.
Or just cable in an external repeater controller. There are a
number of simple ones out there, and by the time you find a
blank chip and figure out the pattern of bits needed to send
your call sign and have it burned into the chip you could have
a different controller cabled into the station and working, and
providing additional features.
