It is a alarm monitoring unit. With appropriate power sensors it can
monitor transmit power, SWR, various voltages, PTT, etc. It is also capable
of remotely controlling outputs for control functions. If connected to a
phone line, it can also page or call pre-programmed numbers when certain
criteria is met, such as high VSWR, low power, AC power fail, etc.
I have a unit on one of my repeaters. It works pretty well.

Subject: [Repeater-Builder] What is a DB Products 8830 / Sentry 8000?
Need help in identifying an interesting 19" rack mounted unknown
device, please. Item was manufactured by DB Products. Sticker on the
top identifies it as a DB 8830. Sticker on the back says DB 6168
Manufactured in 7/94. There's also a label indicating Sentry 8000.
Seems to be some sort of telemetry device, but that's about all I can
guess. Anyone know anything about this beast? What is/was it? Manual,
schematic...anything??
Thanks in advance.
John
