Reason I ask I have seen them act up when powered by the same power supply as the repeater and it did not quite have the current for the job.
I would test it on the bench with an audio generator and O scope. I am thinking you have something "ringing" in the audio/pl chain. Also drive levels (audio could be problem) TP-38's can be quite old. what is the age and history of the unit? when did it work correctly last?
