It's actually quite simple...  The Commission follows what the ARRL, or 
Coordinating body suggests.. and the Coordinator therefore has the final 
say.  Regardless of whether or not it makes any sense at all.  Engineering 
never enters into the equation here.  Follow one of the links, and read the 
document...  it pretty much says it all.

You would think those turkeys might consider hiring an Engineer or 
two...  but then most of the initiatives the Commission pushes would be 
proven to be bad engineering practice.
