What is "Building"?  How do you define "Building"?  

I have built repeaters from several sources.

1. Using a single mobile radio and converting to full duplex.
2. Using 2 mobile radios without conversion.
3. Using 2 handheld radios without conversion and a mobile PA.
4. Using a single base station and converting to full duplex.
5. Designing equipment from scratch to put on the air

I consider all of these building a repeater.  The only instance that
might qualify for not building it would be my Icom RP-3010 and a
Standard RPT-11 which were factory built repeaters or what we call
"Pre-Mods" in the computer overclocking industry.  And some
modification was still required to interface the repeaters to the
controllers.
