I used to breadboard all my controllers using 2N3711, 2N3702 and 4066
bilateral switches, a capacitor for RC repeater tail and I had about 5 buck
and a couple hours in it installed.  Had plenty of surplus CW ID'ers and had
a repeater on-line for less than 40 bucks including radio and crystals.  I
now am using a MCC controller in both my repeaters but am looking seriously
at a NHRC, I have five repeaters to build in the next 6 months.

Bob, if you really want to go low cost, you can wire a simple
transistor switch from the unsquelch indicator of one radio to the
PTT of the other and use one of the $8 K1EL CW ID chips to keep you
legal.
