Some repeater coordination groups have set aside a "Test Pair" on 2-Meters
(and sometimes other bands) where you can try out having a repeater.
They're sometimes also called SNP ("Shared, Non-Protected") Repeater
channels. In Oregon, it's 145.25, in Washington state there are two -
145.13 and 145.29 (which is interesting because there's a somewhat busy
145.29 Repeater coordinated in Oregon just 60 miles or so away from the
Washington SNP area.)

Restrictions for setting up a repeater on the Test Pair sometimes are that
you must use CTCSS, keep it below some maximum elevation, run no more than
25 watts output or so, use an antenna with less than some particular amount
of gain, and have no links or crossband interties, IRLP, autopatches, etc.
in use on it. You may find out that you're sharing the channel with other
repeater(s), and no one has exclusive rights to the channel. But it's a
good place to start, if all channels are full in your area.

Sometimes, you have to show the frequency coordinators that your Test Pair
repeater is operational before you can get a coordination for your own
"coordinated" repeater channel. Then you might be able to sell your Test
Pair crystals to someone else who wants to go through the same routine.
