On our repeater, we use one of the older RS SAME radios, which has a
logic output on the back.  I connected it to a homebrew timer and
audio gate board.  When an alert is received, it triggers a two minute
timer and the audio gate/PTT relay.  The audio and PTT are injected to
the TX after the controller, so it has no effect at all on alerts. 
The audio level is adjusted so that existing traffic on the repeater
can be heard as first priority, since it may be important traffic.  If
there  is no traffic, the level is high enough to be heard by turning
up your receiver a bit.

The receiver is quite vulnerable to high-level RF on-site, so it is
tightened up by adding the helical resonator section from an old
Motrac receiver between the antenna and receiver.  Works for us!
