I have used Sinclair, Telewave, Microcom, and EMR isolators with good
results.  Note that a circulator becomes an isolator when you add the 50
ohm load(s) to it.  Also note that proper tuning of an isolator is
accomplished with known-good loads that are 50.0 +/- 0.5 ohms.  If you buy
just a circulator that has been factory tuned with exact loads, and then
install your own possibly less than exact loads, its performance as an
isolator may not be satisfactory.

If your circulator or isolator is going to be used in an Amateur Radio
installation, both Telewave and EMR will discount the price by a
significant amount, usually 30%.  I don't know if the others will do
that.  If the purchase is for commercial use, both TESSCO and Talley
Communications are good sources.
