I found it, buried, deep in my Lynchburg Library.

Scanning all 54 pages will be a chore. I have the two pages of
appendix A "How to Build a Simple Sweep Modulator" ready to email to
those that want it.

The first three chapters would be a great addition to the Repeater-
Builders web site. I count about 30 graphics in those 3 chapters and
appendix. OCR the rest. I could make a trip to Kinko's and get copies
made, but would much rather give the book to someone who will post it
for all to use. Suggestions? Volunteers?

Summary -
This bulletin describes the types of I-F filters used in two-way
radio FM receivers and tests which can be used to determine when I-F
alignment is needed. The four methods of alignment commonly used are
discussed and tips for aligning particular GE recievers are
presented. Particular emphasis has been placed on the sweep alignment
method. The appendix provides instructions for building a simple
sweep modulator and a low frequency sawtooth generator.

From chapter 3
"...I-F circuits do not normally require realignment. Realign IF's
only when you are sure it is needed. In other words, Think before you
twiddle!..."
