See if it does the same thing with another radio that
has a built in decoder. Make sure the repeater isn't
muting tones, or muting PL on reception of DTMF. Make
sure the repeater PL input is directly on the
modulator, and not at a previous stage where it could
be getting clipped or limited in the presence of a
strong tone. Test to see if whistling will cause the
same problem as dtmf.
