In Mastr II's they replaced them with PLL FM exciters on VHF and FM
exciters on UHF. Older vintages of equipment like the Mastr Pro were
before DCS deployment, so those had to be modified for FM using kits
like were available from Com-Spec. New radios like the Delta and
Phoenix were already FM, so no problem there.
